Stokes on Legislative Redistricting

In advance of Monday’s Senate Budget and Appropriations Committee meeting to consider a constitutional amendment to change the membership and rules of the Legislative Redistricting Commission, a must-read is Donald Stokes’s Legislative Apportionment in New Jersey paper from 1991.  SCR-43 seeks to amend the New Jersey Constitution to require the use of Stokes’ fairness principle.
