Carolyn Denton Palmer, who served as executive assistant to Commissioner of Human Services George Albanese and acting Commissioner Geoffrey Perselay during Gov. Tom Kean’s administration, died on January 9.  She was 87.  Palmer served a executive assistant to Union County Counsel William McCloud from 1976 to 1982, and as executive assistant to Perselay when he was the Hudson County Administrator from 1987 to 1995, and to his successor until her retirement in 2001.

Clarence Hilliard, a former Jersey City police officer who served on Mayor Jerramiah Healy’s security detail, died on January 8.  He was 70.

Carl Sulzberger, a former Livingston Zoning Board member and an unsuccessful candidate for township council in the 1974 Watergate wave election that gave Democrats their first majority in local government, died on January 7.  He was 73.

Judith Lathan, a former Atlantic City school board member, died on January 3.  She was 83.

Walter Simpson, Jr., a former Stratford Zoning Board chairman, died on January 7,  He was 84.

Ralph Skeels, a former president of the Gloucester County Education Association, died on December 29.  He was 81.
