In the 8th district, where Rep. Rob Menendez (D-Jersey City) and Hoboken Mayor Ravi Bhalla are battling for the Democratic nomination, 7,829 vote-by-mail votes have been cast; 82% of those votes come from Hudson County. More than one-in-four VBM voters (26%) are from Jersey City.
