Kean urges Trump to revoke license allowing Russian diesel imports

The Republican congressman is pressing the White House on Ukraine policy less than two weeks before Election Day

Rep. Tom Kean, Jr. (R-Westfield) is calling on President Donald Trump to revoke a license issued by his administration allowing Russian diesel imports into the United States, warning that the decision could help finance Vladimir Putin’s war in Ukraine.

Kean made the request in an October 23 letter to Trump, less than two weeks before Election Day, as he faces Democrat Rebecca Bennett in a competitive 7th district that Trump carried by one percentage point in 2024 and Democratic Gov. Mikie Sherrill won by two points in 2025.

“I wrote directly to President Trump last night about three important issues as it relates to Ukraine,” said Kean.  “Steadfast support for Ukraine is more critical than ever.”

The two-term Republican specifically challenged an October 9 decision by the U.S. Treasury Department to issue General License 135, authorizing transactions involving Russian-origin diesel, including imports into the United States.

“The primary engine fueling Putin’s war machine has long been Russia’s energy sector,” Kean wrote.

Kean, who supported legislation imposing sanctions on countries that purchase Russian energy, argued that Moscow failed to honor an energy ceasefire after the administration’s decision.

“I urge you to revoke this license and not issue further general licenses that reopen Russian energy transactions and restore revenue to the Kremlin’s war chest,” he told Trump.

Kean also pressed Trump on two issues involving Ukraine’s military capabilities.

He expressed concern about reports that Ukraine’s Starlink internet speeds had been throttled, degrading its defensive capabilities. Although Kean acknowledged reports that full access had been restored, he urged the administration to ensure Ukraine receives sufficient connectivity to defend itself.

The congressman also asked Trump to follow through on a commitment made during July’s NATO summit to allow Ukraine to manufacture Patriot missile interceptors, noting that Ukrainian President Volodymyr Zelenskyy says the necessary license has not been issued.

Kean said continued American support was essential to Ukraine’s sovereignty and security, and urged Trump to maintain pressure on Russia while strengthening Ukraine’s ability to defend itself.
