A 24-year-old Hudson County woman has been charged with illegally voting in New Jersey’s 2022 primary and general elections while she was not a U.S. citizen, and then lying about her voting history when she applied for citizenship, U.S. Attorney Robert Frazer announced Wednesday.
Lizabeth Almonte Rosa, a West New York resident who immigrated from the Dominican Republic, faces federal charges of voting by an alien in a federal election and unlawfully procuring U.S. citizenship.
She made her initial appearance Wednesday before U.S. Magistrate Judge Stacey D. Adams in Newark federal court.
Federal prosecutors allege that Almonte Rosa falsely certified that she was a U.S. citizen when she registered to vote, even though she had entered the country on an IR2 visa and had not yet become a naturalized citizen.
She subsequently voted in person in the June 2022 primary and November 2022 general election, according to the criminal complaint.
Prosecutors said Almonte Rosa later submitted an application for naturalization in which she falsely stated, under penalty of perjury, that she had never registered to vote or cast a ballot in a federal election.
She subsequently became a naturalized citizen.
The illegal voting charge carries a maximum sentence of one year in prison and a $100,000 fine. The citizenship charge carries a maximum sentence of ten years and a $250,000 fine.
Almonte Rosa is the latest in a series of New Jersey residents charged with election-related offenses involving noncitizen voting.
Last month, Frazer charged Sanata Coulibaly, 64, of Hudson County, with illegally voting in four elections between 2018 and 2024.
Federal prosecutors also charged Patrick Terrance Reid, 61, of Orange, and Danubis Bernat, 49, of South Amboy, with illegally voting and making false statements on citizenship applications.
Frazer’s office brought the latest case through its Election Integrity Task Force, established in April 2025 by then-U.S. Attorney Alina Habba to investigate allegations of election fraud and noncitizen voting.
