Former Superior Court Judge Frances Cocchia passed away on November 23. She was 96. A former secretary of the Newark Central Planning Board, she served as a judge from 1972 until her retirement in 1991. He late husband, Neal Cocchia, was the Star-Ledger editorial page editor.
