Murphy names Emy Quispe as new deputy chief of staff

Replaces Brianna Earle as governor’s liaison to labor

Gov. Phil Murphy has named Emy Quispe as his new deputy chief of staff for labor relations and stakeholder engagement.

Quispe, a rising star in New Jersey politics, will manage Murphy’s relationships with labor unions, advocacy groups, houses of worship, and community leaders.

She will replace Brianna Earle, who leaves next Friday to take a post with a global pharmaceutical company.

“Since joining our second campaign and later our Administration, Emy has proven to be a true team player and has effectively maintained strong working relationships with legislators from both sides of the aisle,” Murphy stated.  “With her help, we have been able to sign two on-time budgets and historic gun safety and reproductive rights legislation. I am happy to welcome her to our senior leadership team and look forward to seeing what she can accomplish in her new role.”

A former top aide to Assembly Majority Conference Leader Annette Quijano (D-Elizabeth), Quispe served as deputy director for Latino and faith-based outreach on Murphy’s 2021 re-election campaign.  She joined the governor’s office in 2022 as director of legislative affairs.  She is a former New Jersey political coordinator for 32BJ Service Employees International Union.

This is the latest Murphy’s senior staff following the departure of George Helmy, his chief of staff since 2019.  Commissioner of Transportation Diane Gutierrez-Scaccetti will replace Helmy, and Tim Hillmann has been promoted to principal deputy chief of staff.

Murphy also praised Earle’s tenure.

“Since the early days of our 2017 campaign and day one of our Administration, Brianna Earle has been instrumental in building key relationships with essential partners in communities across New Jersey,” he said.  “Starting as director of public engagement and working her way up to our senior leadership team as the deputy chief of Staff for outreach, Brianna is a talented leader representing the best of New Jersey. I wish her the best of luck in her next endeavor.”

Helmy said that Earle and Quispe “have thoughtfully built strong relationships with key partners across our state and successfully advanced the Governor’s agenda.”

“I know they’ll continue building on this impressive track record of success,” he said.

Guttierez-Scaccetti said she’s enjoyed working with Quispe and Earle.

“I look forward to working with Emy to advance the Governor’s priorities and wish Brianna all the best in her new role,” the incoming chief of staff said.
