The Senate Budget and Appropriations Committee unanimously advanced a bill that would expand a requirement that the state consider incarcerated persons as living at their residential address to congressional, county and local reapportionments.
The Senate and Assembly approved a bill requiring those addresses be used for legislative redistricting in late 2019 and early 2020, respectively. Murphy signed that bill into law on Jan. 21, 2020.
The new legislation, sponsored by State Sen. Sandra Cunningham (D-Jersey City), would extend the requirement to county commissioner districts, as well as municipal wards and congressional districts.
The bill would not affect local election districts drawn for county committee members.
The Assembly Community Development and Affairs Committee approved its version of the bill on Wednesday.
