Jeffrey Carr, a retired deputy chief officer of the U.S. Customs & Border Protection in Newark, died on June 11 after a battle with cancer. He was 72. Carr was a decorated Vietnam and Operation Desert Storm veteran who spent over 20 years in the U.S. Army, U.S. Air Force and New Jersey National Guard. He was part of the escort committee at the 1986 inauguration of Gov. Thomas Kean.
William Bailey, a former member of the Bergen County Mental Board, died on May 14. He was 93.
