William J. Howard, Jr., who became the third black to be elected mayor in New Jersey, passed away on February 26. He was 86. Howard served as president of the New Brunswick area chapter of the National Association for the Advancement of Colored People from 1964 to 1967 and as NAACP state vice president before running for office. He was a Franklin Township Councilman from 1969 to 1971 and Mayor from 1972 to 1974.
